Frontier AI models, hyperscaler cloud, and Starlink LEO satellites combine into an unmanaged digital sovereignty crisis.

UOMO Act compliance deadline for satellite mobile coverage
Australian landmass covered by Starlink constellation
Australia's digital economy now depends on three categories of infrastructure that are controlled, directly or indirectly, by US entities: frontier AI models, hyperscaler cloud and data centre services, and low Earth orbit (LEO) satellite connectivity. Assessed individually, each dependency carries manageable risk. Assessed together - and in the context of a US foreign policy environment that has demonstrated willingness to weaponise commercial infrastructure - they represent a structural sovereignty gap that no current Australian policy framework adequately addresses. The passage of the Universal Outdoor Mobile Obligation (UOMO) Act in October 2026, which effectively mandates telco reliance on Starlink for regional mobile coverage, has deepened the third dependency at precisely the moment the others are becoming acute. This report maps the three vectors, assesses their aggregate risk, and recommends a whole-of-government response before the 2027 UOMO compliance deadline locks in additional structural exposure.
