Active RAN Sharing, D2C Obligations, and the Civil Defence Connectivity Gap
David Kennedy · Venture Insights7 min read
New Zealand population covered by UFB gigabit-capable fibre
New Zealand population - the market scale constraining dual-network rural economics
New Zealand's telecommunications regulatory challenge differs structurally from Australia's. The primary risk is operational, not fiscal. Chorus is publicly listed, and the UFB network covers approximately 87% of the population with gigabit-capable fibre. The exposure lies elsewhere: a civil defence connectivity gap at the rural fringe and unresolved 111 obligations for direct-to-cell satellite services. Active RAN sharing rules have also not kept pace with the competitive logic of a 5.3 million-person market. This report sets out an agenda for the Commerce Commission and MBIE: active RAN sharing presumptions, TDL calibration for LEO operators, expansion of the 111 regime, and 30-year spectrum tenure targets.
