This report analyses the ACCC's approval of nbn's Special Access Undertaking (SAU) on 17 October 2023. The new regulatory framework introduces AVC-only flat-rate pricing for high-speed tiers (100Mbps+) and caps entry-level pricing at $55 per month for FY24. While providing long-term certainty for nbn co and RSPs, the transition to WBA5 contracts from 1 December 2023 is expected to collapse the pricing spread between basic and ultrafast plans, potentially impacting digital inclusion for the 70% of users on 50Mbps or lower speeds.
