BRIEF: Optus outage inquiry raises mandatory roaming spectre

Abstract: The Australian Senate inquiry into Optus’ 2023 outage has made its recommendations, which included mobile roaming during mobile network outages. A recent ACCC inquiry into roaming in emergency situations found that temporary roaming was technically feasible. However, the Senate Committee’s proposal goes beyond emergencies into loss of service in non-emergency situations. There is a risk of an expanding laundry list of situations where roaming is imposed. This would erode the differentiation that comes from mobile network investment.
