Broadcast TV policy needs a rethink

TLDR version: The migration of TV viewing to the Internet will gradually erode broadcasting network economics. But these networks remain pivotal to the delivery of broadcasting policy objectives: nothing competes with free-to-air broadcasting on availability and affordability, and traditional broadcasting will remain central to media policy despite declines in broadcast viewing. Keeping FTA broadcast viable will become a major challenge for policy-makers and industry alike.
